Driving in Zhuhai
More and more Foreigners drive in China nowadays. You may need some time to get used to the way the Chinese drive (be careful of the taxi drivers especially), but soon you will get acustomed to it.
Foreigners from any country who want to drive in China must apply for a driver’s license. International driver’s licenses and oversea driver license are not recognized because China has not signed the convention which created IDPS(International Driving Permits).
China Driver Licenses are valid in the China mainland only. Residents from Hong Kong, Macau and Taiwan also need to apply for a China driver’s license to drive in the Chinese mainland.

No, this is meant to be an advance payment to the total cost.
What is not clear to me is that if they fail to obtain the license for you, what happens to this advance payment.
Also, if they fail to obtain the license within the specified period of time they've indicated and you eventually decide to cancel due to the long delays, what happens to the advance payment?
Frankly, I'd expect a full refund.
