When it is all said and done the essence of communication is getting the message across and I think it does it rather well even if it isnt the best English I have read.
At least it has commas in the correct places.

The reason for the English grammar mistakes would be because most of the clerical duties fulfilled in these consulates are usually taken care of by their Chinese staff.
Hence the slight mistakes in the english passage above.
