Just had the Dream Satellite system installed. Cost 2000rmb for everything, including first year card replacement. After the first year you pay 300rmb a year for card replacement. The thing you have to remember about this system is that the satellite is from the Philippines and the cards are copied so from time to time you will loss the signal and need a new card. I have used this system in northern China and it worked well because the guys I bought it from where very good and quick at replacing cards but sometimes you will have to wait a week before they can decode the new code.
Time will tell how quick they are here in replacing cards. They tell me around 2-3 days
in my experience the cards last from 3 - 6 months before they go down.
For me its worth the risk, not to much money and you get all the English channels you crave
